Program stars in need of observation

Hi all,

I did some work to pimp the list of program stars in need of observation to my needs and published the code in a public GitHub project. Not a big deal but I liked to do some R (markdown) scripting ;). I've also put an example output document on RPubs.

Just in case someone finds this useful.
