NOMAD is a merged catalog that contains USNO-B as well as several others, with the intent to pick the catalog with the best values. As such, it is inhomogenous.
If you want USNO-B by itself, this used to be available through Dave Monet at USNO-Flagstaff (dgm at nofs dot navy dot mil). It is many tens of GB, so the requestor normally has to send an external hard drive to Dave for him to copy the catalog onto. However, that was many years ago, and I don't know if that option is still available.
